PROECCO (Promoting Employment through Climate Responsive Construction) is a program of the Swiss Agency for Development and Cooperation (SDC) implemented by Skat Consulting Ltd in the Great Lakes region (Rwanda, Burundi, and South Kivu/DRC).
Since 2013, PROECCO program has served as a key facilitator in the transformation of the local construction sector. With the objective of unlocking urbanization’s economic potential and social benefits while reducing its negative environmental impact, the project creates “green” and labor-friendly business opportunities in the local industry.
Through active collaboration with the local private sector, brickmakers, authorities, national and international academia, and experts, and with the strategic guidance of SDC; the PROECCO team has developed a host of locally adaptable building material production and construction solutions for SMEs. This has allowed local investors to establish commercially viable supply chains for affordable locally sourced urban houses. The measures are designed to stimulate business opportunities for raw-material suppliers, machine workshops, brickmakers, planners, masons, and real estate developers, thereby forging a framework for an entirely locally supplied urbanization.
The sector Transformation program is providing hundreds of thousands of rural migrants with employment opportunities. This is part of the solution to combating CO2 emissions and deforestation, as well as to promote local economic development.
